Enter the New Camp living cave and take the path climbing along the left side. Buster is in the highest area reached from that route. The trainer database identifies him specifically as the Acrobatics teacher.
If you are searching the lower lake, rice fields, or ore pile, you are in the wrong part of the camp. Keep moving upward inside the living cave rather than circling the outside paths.
